Funding the TOEIC with the CPF

This guide covers the French Compte personnel de formation, the individual training account every worker in France holds. Most pages on the subject still describe 2024 rules. Two decrees in 2026 moved both the funding cap and the share you pay yourself. Here is the position as of 21 August 2026, with references to check.
The part that surprises people
TOEIC Listening and Reading on its own cannot be funded by the CPF. The CPF funds a training action certified by an eligible certification, and ETS Global states that the registered certification is the four-skills TOEIC, under the number RS7229. Paying for a comprehension-only test with CPF rights is not possible.
What the CPF actually funds
A common confusion: the CPF does not pay for "an exam", it pays for a training action leading to a certification listed in a national register. Sitting the test is included in that action, but it is not its object.
In practice, on Mon Compte Formation you are not buying a TOEIC. You are buying business English preparation from a training provider, with the certification included. The provider sets the price according to hours and course content — ETS Global says so explicitly and therefore publishes no CPF tariff of its own.
The certification concerned: RS7229
The four-skills TOEIC certification — listening, speaking, reading and writing — is registered in France compétences' Répertoire spécifique under RS7229, by a decision of 18 July 2025, valid through 18 July 2030.
The older TOEIC entry, RS6151, is no longer active. If a page still points you at it, it has not been updated.
The two 2026 decrees that changed the maths
1. A €1,500 cap on Répertoire spécifique certifications
Decree no. 2026-127 of 24 February 2026 introduced caps on CPF funding. For a certification registered in the Répertoire spécifique — which is what the four-skills TOEIC is — the cap is €1,500. It took effect the day after publication in the Journal officiel, on 25 February 2026.
So even if your account shows €3,000, only €1,500 can be mobilised for this kind of course. Any balance must be funded another way — an employer top-up, or your own money.

2. A flat contribution raised to €150
The holder's own contribution, introduced in 2024, moved twice in 2026. Index-linked to €103.20 on 1 January 2026, it was raised to €150 by a decree of 30 March 2026, applying to enrolments from 2 April 2026.
The amount is flat: it does not depend on the price of the course, the number of hours or your balance. Two groups are exempt:
- jobseekers;
- holders whose course receives an employer top-up.

Take a business English course listed at €1,800 on Mon Compte Formation, four-skills TOEIC certification included, for an employee with no employer top-up:

When the CPF is not the right route
Compare before committing. A public TOEIC Listening and Reading session costs around €179, with a reduction for students, jobseekers and military personnel — see how much the TOEIC costs. If your school or employer only asks for a score out of 990, paying for a public session directly is often simpler and cheaper than a CPF route that still leaves €450 on your side.
The CPF keeps its value in two cases: when the four-skills certification is explicitly required, and when you genuinely need the training rather than just the test.
Before you spend your rights
Measure where you are for free. If format work alone brings you close to the threshold, enrolling in a course may not be necessary: sit a timed section and work out the real preparation time.
